IBSU Freshman Visits Georgian constitutional court

IBSU Freshman Visits Georgian constitutional court

Organized by the School of Law and Public Administration of the International Black Sea University, first-year students of the Bachelor of Laws, Public Administration and Public Governance program paid an official visit to the Constitutional Court of Georgia. The students attended a court hearing in which Irine Imerlishvili, a judge of the Constitutional Court of Georgia and an associate professor at the International Black Sea University, participated.

Students of the School of Law and Public Administration, together with the Dean of the School, Professor Irakli Shamatava, and the Administrative Director of Bachelor’s/Master’s Programs, Christine Kardava, toured the administrative building of the Constitutional Court, and also attended an informational meeting led by Giorgi Lomtadze, Head of the Secretariat of the Constitutional Court of Georgia, who spoke about the peculiarities of considering constitutional disputes, the structure of the court, and the effectiveness of the administration of justice.

It is noteworthy that the School of Law and Public Administration has provided this unique opportunity to all first-year students registered in the 2023-2024 academic year who are registered in the mandatory subjects – “Constitutional Law of Georgia”, “Introduction to Constitutional Law”, “Constitutional Law”.

For information, the subject of the dispute was the constitutionality of the 2nd sentence of Part 2 of Article 252 of the Code of Administrative Offenses of Georgia in relation to the first and second paragraphs of Article 13 of the Constitution of Georgia. The plaintiffs considered the normative content of the contested regulation unconstitutional, which provided for the forced bringing to trial of a person held administratively liable for committing a specific administrative offense without a court ruling, as well as in cases where the person held administratively liable is represented by a lawyer/representative. According to the plaintiffs, the disputed norm unjustifiably restricted a person’s physical freedom. After the trial, the students took commemorative photos.
